What is a CMR?

A CMR (Convention on the Contract for the International Carriage of Goods by Road) consignment note serves both as a contract of carriage and a freight document. According to Article 2230 of the Latvian Civil Law, a contract of carriage obliges the carrier to transport goods entrusted by the sender from one specified location to another for an agreed fee, and to deliver them to the consignee.

Article 5 of the CMR Convention stipulates that the CMR consignment note must be signed (i.e., the contract of carriage is concluded) by both the sender and the carrier. It further states that signatures may be printed or replaced with stamps, provided this is permitted under the laws of the country where the consignment note is issued.
